The sentence could be say in two forms: "you are cruel" Äã ºÜ ²ÐÈÌ. "you are a cruel man" Äã ÊÇ Ò»¸ö ²ÐÈÌ µÄ ÈË ni3 shi4 yi3 ge4 can2 ren3 de1 ren2.
The 'ºÜ' is a adv and describe the degree of "cruel". It is like the mean of 'very'." you are cruel" translate exactly in chinese should be "Äã²ÐÈÌ". There are often need to add a adv.So we say "ÄãºÜ²ÐÈÌ" or"ÄãÌ«²ÐÈÌ".
I cannot know how to explain the mean of 'ÊÇ'.In a word.there should be a noun. follow up. the grammar is ÊÇ+(adj.)+noun. so in the 2nd example.It became 'ÄãÊDzÐÈ̵ÄÈË'.
'µÄ' is also a adv. it is often used between the adj. and the noun.
another example:
It is (very) beautiful. Ëü ºÜ ƯÁÁ ta1 hen3 piao4 liang2.
It is a beautiful follower. Ëü ÊÇ Ò»¶ä ƯÁÁ µÄ »¨. ta1 shi4 yi1duo3 piao4 liang2 de2 hua3
i don't know whether you can catch on . Through this case,i think it is diffcult to let a foreigner learn our native language.

"You are cruel" can be tranlated into "ÄãÊDzÐÈ̵Ä".
"²Ð±©"is a more formal word. And "Äú" means you in a very polite way, which might be too polite in such a sentence.
"ÄãÊDzÐÈ̵Ä" can be pronounced as "ni shi can ren de".
