in that phrase, “an air” means “a sense” or “a feeling”, and “decided” means “unquestionable” or “definite”.

Hi Sara,

in my view, for “Pride and Prejudice”, a book of the early 19th century, the sentence “His sisters were fine women, with an air of decided fashion.” describes Mr. Bingley’s sisters as being attractive and dressing fashionably.
