Both Canadian and Australian are friendly to foreigners.
For cheaper cost and better weather, I would suggest Australia.
For higher standard learning, I would suggest England, but higher cost as well.
USA would not be in my consideration as racial discrimination and bullying at schools are a lot more serious than in the other three countries.

Hey I'm from Taiwan, my recommendation to you is to stay in HK for higher education, I don't think studying in TW is for you, HK has much higher standard of education than in Taiwan, trust me, stay in Hk
