This expression comes from the movie The Wizard of Oz, this is used when your not in a familiar place, Usually and most likely a different culture. So if your ever in a place where you don't know the language, the people or where to go, you feel like Dorothy and her dog Toto. But don't feel alone cause there is usually a Tin Man a Scareacrow and a Lion about somwewhere and yes a Witch! but I have never seen a yellow brick road yet.
