Hello Barbara,
The way I understand the sentence "…wie um den Bademantel geschlossen zu halten, den sie nur lose ohne Gürtelschnur umgelegt hatte,…", the word "umgelegt" refers to the bath robe, not to the belt.
So, in my opinion, the closest English translation would be:
"so as to hold the bath robe, which she had only wrapped around herself loosely, without fastening the belt."
