Nice one! In Finland it's not 'scratch the surface' but 'go beneath the surface'. So it's more like 'didn't go beneath the surface in his explanation' than 'just scratched the surface in his explanation'. Or something.
Instead of "scratch the surface", in Finnish we say "mennä pintaa syvemmälle"
